Projects and works
The project register is what the assembly can point to at the end of the year. It holds the contract, the money certified against it, and what an officer actually saw on site.
The register
Each project records its sector, the electoral area and community it serves, the funding source, the contractor and their classification, the contract sum and the dates it was awarded, started and falls due. The number of beneficiaries is recorded because it is what the assembly is asked for at review time.
A project past its completion date is flagged in red on the register and on the works engineer's desk. That flag is not an accusation — it is a prompt to either grant an extension or write a letter.
Interim payment certificates
Work is paid for in stages against a certificate. Enter the gross value of work done in the period; retention and withholding tax come off to give the net payable. Certificates are numbered in sequence per project, so IPC 3 cannot exist before IPC 2.
Financial progress is what has been certified as a share of the contract sum. Physical progress is what an officer saw. When the two drift far apart, that is worth a site visit.
Recording a site visit
Open the project and use Record progress. Enter the percentage complete and write what you saw in plain words — "roofing complete, plastering underway on the east wing" is worth more at review time than a number on its own. Each visit is kept, so the history of a project reads as a narrative.
Photographs
A project page full of figures tells a resident the money was spent. A photograph taken at the same spot before, during and after tells them what it bought. Upload site photographs against the project in the admin, or from the project page itself.
- Set the stage — before work started, in progress, completed, or in use by the community — so the set reads as a sequence.
- Mark one as the cover. That is the picture used on the landing page carousel and anywhere the project is shown as a card. Marking a new cover releases the old one, so there is never more than one.
- Untick published to keep a picture for the file without putting it on the public site.
- Write a caption in plain words. It is read aloud by screen readers and shown under the picture in the gallery.
Published photographs appear at /gallery/, filterable by sector, and the newest six show on the landing page.
The demonstration data ships placeholder artwork, not photographs. Each one is labelled as an illustration. Delete them as real site photographs come in.
Sector overview
The overview shows how the capital budget is distributed across education, roads, health, water, markets and the rest, and by funding source. It is the quickest answer to "what is the Common Fund actually buying this year".
